Guardian employs the innovative Millennium Software to track the success and accuracy of each participant's progress. We have automated all of the basic reporting required to meet state and local government requirements. This data is backed up at our national data center, so that Guardian has access to all client files, along with the ability to monitor the performance of its service representatives.

GoInstallation

InstallationAt installation, the service center establishes a detailed participant file on the Millennium client database. This file contains all the basic data required by state and local authorities and serves as the repository of all data regarding a particular participant's activity during the monitoring period. The service center then connects its computer to the interlock device to download the operating profile and record the device's serial number in the client database.

TrackingFollowing the installation in a participant's vehicle, the System begins to record every transaction between itself and the user. This creates a complete record of the participant's performance under the Guardian Responsible Driver Program. When removed from a participant's vehicle, the unit is then tracked back through repair and warehousing. Thus, each Guardian Interlock device is tracked from date of manufacture to the end of its useful life.

ReportingWhen installation is complete, Millennium prints an installation report in the format required by the local jurisdiction. It then produces a participant lease that specifies the terms of the monitoring service, including costs and other participant obligations, such as the duration of the monitoring cycle.

Millennium also records a duplicate record in the client database. This data is then transmitted to the Millennium master database located at our national data center.

Control

Discipline and ControlThe Guardian Interlock Device provides the discipline and control required of the participant. At installation, the device's service calendar-Memo Minder-is set for the number of days between monitoring visits. Memo Minder counts down the number of days remaining between monitoring, issuing an audible and visual warning as the service date approaches. If the participant fails to return for service within a predetermined grace period, Memo Minder renders the device inoperable and the vehicle cannot be started.

RecordingEach event involved in the operation of the participant's vehicle is recorded on the Data Logger, the device's on-board event log. This microprocessor time-stamps the results of each breath test, including the following:

bullet BAC level detected
bullet The time the vehicle's engine was started
bullet The vehicle's run-time
bullet Key events, such as the timing and results of rolling retests

monitoring data:

Procedures1. When the participant returns to the service center for his or her scheduled monitoring appointment, the service technician connects the service center computer to the device's serial or USB port.

Millennium then downloads the data from the Data Logger for analysis and reporting. The software searches the activity data and isolates failed breath tests, evidence of circumvention, evidence of tampering, or any suspicious test results.

These events are highlighted for the technician's attention, and appropriate reports are automatically generated. Millennium stores this data in the service center's client history file and transmits duplicate records to Guardian's national data center.

2. Millennium maintains a record of all monitoring appointments.

In the event that a participant fails to report for his or her scheduled appointment, an exception report is generated, allowing the service center to identify and contact the participant.

If contact is unsuccessful within a predetermined timeframe, a non-compliance report is generated for the appropriate authorities. The system records the appropriate data in the service center client file and transmits a duplicate record to the national data center.

State and local authorities are given password access to the records of all participants within their jurisdiction, providing the ability to review detailed or summary data on any participant,
24 hours a day, including weekends and holidays.
